Strengthening Environmental Crime Detection in Romania: PERIVALLON Pilots in Action


Illegal waste disposal, unauthorized imports of hazardous substances, and maritime pollution are major threats to Europe’s natural ecosystems. PERIVALLON addresses these challenges by developing tools that support detection, investigation, and prevention of environmental crimes.  

In Romania, Radexpert collaborated closely with the Romanian Border Police (RBP) in the preparation and refinement of two pilot scenarios addressing key environmental challenges in the region. 
The first scenario focuses on detecting illegal waste disposal through the use of advanced 3D mapping and UAV-based monitoring, enabling authorities to identify hidden dumpsites before they cause long-term environmental damage. 
The second scenario targets the detection of illegal imports of hydrofluorocarbons (HFCs) and maritime pollution incidents along the Romanian coast, leveraging AI-supported analysis and remote sensing technologies to integrate multiple data sources and identify potential offenders. 

Technical support for the design and validation of these scenarios was provided by Radexpert, who worked closely with end users to refine requirements, supporting the selection of appropriate testing locations, and coordinating with national and international partners. These efforts ensured that the scenarios remained both operationally realistic and technically feasible, aligning with PERIVALLON’s broader mission of promoting interoperability and cross-border cooperation in the fight against environmental crime. 

The work carried out within PERIVALLON demonstrates the importance of collaboration and knowledge-sharing between technical partners and law enforcement agencies. The lessons learned from each pilot activity highlight how innovative technologies can enhance situational awareness, accelerate response times, and support a more coordinated approach to environmental protection. 

As the project moves forward, the contributions of all participating organisations -including Radexpert  continue to support PERIVALLON’s mission of strengthening Europe’s preparedness and resilience through the responsible use of innovation and technology.
